Rating: 2.5 stars

Pity the poor, beleaguered vampire: Not even he can find fresh blood these days. Drained by teen franchises and endless reincarnations, the once mighty night-stalker has become the stuff of kiddie cartoons - such as the kind, doting daddy at the heart of Hotel Transylvania. Adam Sandler lends his vocal talents to this story of a vampire who runs a hotel for monsters, where he can keep his daughter safe from the outside world. Part Heathcliff and part Opera Man, Sandler's shtick doesn't lend anything more than fart jokes to a tired story of father-daughter tension. The kids will find the computer-generated images and top-notch animation seductive, but grown-ups may tire of the dirty-diaper theme and meaningless action sequences. Andy Samberg, Kevin James, Selena Gomez, Molly Shannon and CeeLo Green also star. Special features include Blu-ray/DVD combo pack, Ultra-violet features and more. KM

CORIOLANUS

Rating: 4.5 stars

Shakespeare for our media-hungry, militaristic times. The tragedy of bloodthirsty Roman general Caius Martius, aka Coriolanus, gets transposed to the wartorn Balkans of the 1990s in British actor Ralph Fiennes' directorial debut (he also stars and produced the film, which grew out of his performing the part on the British stage in 2000). It's so fresh, even the 400-year-old dialogue sounds modern. Shot in Serbia, the movie co-stars Vanessa Redgrave (as the ambitious mother) and Brian Cox, both excellent; Gerald Butler is less so; and Jessica Chastain radiates vulnerability. The two-disc Blu-ray/DVD combo set from Montreal's Alliance Films comes with a director's commentary and a short making-of. JH

DOWNTON ABBEY, SEASON 3

Rating: 3.5 stars

"Nothing is harder to dramatize than happiness." So remarked Downton Abbey creator Julian Fellowes last week about the third season of his hit TV series. But he can't be blamed for trying, especially as he tried to spice things up by adding Shirley MacLaine to the cast and - spolier alert! - killing off heir-apparent Matthew Crawley (Dan Stevens) in the final act. The season's nine episodes aired last fall in Britain and concluded with the usual two-hour special on Christmas Day; now, at the same time as it airs in North America on PBS, the network is also making the season available on home video in your choice of three-disc DVD or Blu-ray set. Extras run over two hours and cover everything from costumes to cricket. JH

TRUST

Rating: 3 stars

A year after his 1989 debut The Unbelievable Truth, New York indie filmmaker Hal Hartley explored a similar theme (teenage girl falls for handsome loner) and employed the same lead actress (Adrienne Shelly) in the dark comedy Trust. It's not for all tastes. As in the work of David Mamet, the deadpan dialogue can sound a bit arch, the mechanical pacing is decidely unsnappy, and the decors are clearly low-budget. But there's a spirit of independence and revolt in the mix that carries the day - and it's poignant to see Shelly immortalized on screen (she was murdered in 2006). Image and sound are vivid on the Olive Blu-ray (also on DVD), and as an extra there's 20 minutes of cast-and-crew interviews shot in 2005. JH

INDISCREET

Rating: 3 stars

This 1958 Technicolor rom-com directed by Stanley Donen (Singin' in the Rain) marked the return of two huge stars, Cary Grant and Ingrid Bergman, last seen together in Hitchcock's 1946 spy thriller Notorious. Shot and set in London, its storyline - famous actress has an affair with a married man who turns out to be, in fact, single - was a wink to audiences familiar with Bergman's scandalously adulterous affair with Italian director Roberto Rossellini (they married in 1950). But despite all the fancy costumes - and the surprise of seeing Grant dance a jig at a society ball - the picture is a remarkably tepid affair. No supplements on the Olive DVD or Blu-ray, whose colours are a bit off and image rather soft. JH

BIG BOYS GONE BANANAS

Rating: 4 stars

Swedish filmmaker Fredrik Gertten chronicles his heartbreaking, and often funny, battle with produce giant Dole in this documentary that gets to the very core of the spin machine, and how it warps all notions of "freedom of speech." Alarming, but also human and raw, this is a little movie about a very large, and frequently invisible, issue that defines our everyday reality. More than an issue movie, Gert-ten's narrative makes it personal, and more than a little entertaining. Special features include digital transfer and more. KH

TAI CHI ZERO

Rating: 2.5 stars

A knock-off action movie that borrows from the likes of Tarantino as much as traditional Chinese martial arts movies, Tai Chi Zero is called a "steampunk" action movie as it stars Wushu gold medallist Yuan Xiaochao as a warrior with superpowers seeking to elude a death sentence.

While the whole tone of the movie is firmly tongue in cheek and the comedy seems as important as the acrobatics, the film feels a little too silly to be of sincere interest, despite some raucous action choreographed by veteran Sammo Hung. KH

THE AWAKENING

Rating: 3 stars

Rebecca Hall stars in this rather stylish period thriller that takes place in a boys' school, where a ghost appears to roam the hallways and terrorize its young residents. A crafty piece of suspense with excellent art direction, Hall takes charge of the narrative as a skeptic who suddenly finds herself facing down the unexpected, while everyone around her seems eerily distant. Imelda Staunton and Dominic West co-star in this quiet little piece of creepy. Special features include Dolby, digital transfer.

PARANORMAL ACTIVITY 4

Rating: 1 star

The only scary sound in this fourth instalment of the low-budget horror franchise is the sound of producers scraping the bottom of the barrel. Unoriginal and now entirely derivative, the premise of home-video recordings is getting a little worn around the edges.

Facebook launches Ask Our Chief Privacy Officer, hopes to clear the air

There's no denying that Facebook's voting system for privacy policies is flawed -- when halting any measure requires enough votes to populate a large country, the attempt at democracy is more of a token gesture. As proposed, the company has launched an Ask Our Chief Privacy Officer page that's a tad more engaging. Fill out a short form and CPO Erin Egan just might offer a direct answer as to why Facebook chose a given privacy path, and possibly tackle any outstanding concerns head-on. Those curious users whose questions are picked will have to wait for a monthly public response to get their answers, so don't consider the page a personal hotline. It might, however, help make better sense of a company whose attitude towards our information is in constant flux.

Spring may come earlier to North American forests, increasing uptake of carbon dioxide

Trees in the con?ti?nen?tal U.S. could send out new spring leaves up to 17 days ear?lier in the com?ing cen?tury than they did before global tem?per?a?tures started to rise, accord?ing to a new study by Prince?ton Uni?ver?sity researchers. These climate-driven changes could lead to changes in the com?po?si?tion of north?east?ern forests and give a boost to their abil?ity to take up car?bon dioxide.

Trees play an impor?tant role in tak?ing up car?bon diox?ide from the atmos?phere, so researchers led by David Med?vigy, assis?tant pro?fes?sor in Princeton's depart?ment of geo?sciences, wanted to eval?u?ate pre?dic?tions of spring bud?burst -- when decid?u?ous trees push out new growth after months of win?ter dor?mancy -- from mod?els that pre?dict how car?bon emis?sions will impact global temperatures.

The date of bud?burst affects how much car?bon diox?ide is taken up each year, yet most cli?mate mod?els have used overly sim?plis?tic schemes for rep?re?sent?ing spring bud?burst, mod?el?ing for exam?ple a sin?gle species of tree to rep?re?sent all the trees in a geo?graphic region.

In 2012, the Prince?ton team pub?lished a new model that relied on warm?ing tem?per?a?tures and the wan?ing num?ber of cold days to pre?dict spring bud?burst. The model, which was pub?lished in the Jour?nal of Geo?phys?i?cal Research, proved accu?rate when com?pared to data on actual bud?burst in the north?east?ern United States.

In the cur?rent paper pub?lished online in Geo?phys?i?cal Research Let?ters, Med?vigy and his col?leagues tested the model against a broader set of obser?va?tions col?lected by the USA National Phe?nol?ogy Net?work, a nation-wide tree ecol?ogy mon?i?tor?ing net?work con?sist?ing of fed?eral agen?cies, edu?ca?tional insti?tu?tions and cit?i?zen sci?en?tists. The team incor?po?rated the 2012 model into pre?dic?tions of future bud?burst based on four pos?si?ble cli?mate sce?nar?ios used in plan?ning exer?cises by the Inter?gov?ern?men?tal Panel on Cli?mate Change.

The researchers included Su-Jong Jeong, a post?doc?toral research asso?ciate in Geo?sciences, along with Elena Shevli?akova, a senior cli?mate mod?eler, and Sergey Maly?shev, a pro?fes?sional spe?cial?ist, both in the Depart?ment of Ecol?ogy and Evo?lu?tion?ary Biol?ogy and asso?ci?ated with the U.S. National Oceanic and Atmos?pheric Administration's Geo?phys?i?cal Fluid Dynam?ics Laboratory.

The team esti?mated that, com?pared to the late 20th cen?tury, red maple bud?burst will occur 8 to 40 days ear?lier, depend?ing on the part of the coun?try, by the year 2100. They found that the north?ern parts of the United States will have more pro?nounced changes than the south?ern parts, with the largest changes occur?ring in Maine, New York, Michi?gan, and Wisconsin.

The researchers also eval?u?ated how warm?ing tem?per?a?tures could affect the bud?burst date of dif?fer?ent species of tree. They found that bud?burst shifted to ear?lier in the year in both early-budding trees such as com?mon aspen (Pop?u?lus tremu?loides) and late-budding trees such as red maple (Acer rubrum), but that the effect was greater in the late-budding trees and that over time the dif?fer?ences in bud?ding dates narrowed.

The researchers noted that early bud?burst may give decid?u?ous trees, such as oaks and maples, a com?pet?i?tive advan?tage over ever?green trees such as pines and hem?locks. With decid?u?ous trees grow?ing for longer peri?ods of the year, they may begin to out?strip growth of ever?greens, lead?ing to last?ing changes in for?est make-up.

The researchers fur?ther pre?dicted that warm?ing will trig?ger a speed-up of the spring "green?wave," or bud?burst that moves from south to north across the con?ti?nent dur?ing the spring.

The find?ing is also inter?est?ing from the stand?point of future changes in spring?time weather, said Med?vigy, because bud?burst causes an abrupt change in how quickly energy, water and pol?lu?tants are exchanged between the land and the atmos?phere. Once the leaves come out, energy from the sun is increas?ingly used to evap?o?rate water from the leaves rather than to heat up the sur?face. This can lead to changes in daily tem?per?a?ture ranges, sur?face humid?ity, stream?flow, and even nutri?ent loss from ecosys?tems, accord?ing to Medvigy.

The National Weather Service issued tornado watches and severe thunderstorm warnings for parts of Oklahoma and Texas early Tuesday as a line of severe weather marched from the Southern Plains toward the southern Ohio Valley.

Dangerous lightning, hail up to an inch in diameter and wind gusts of 70 mph were considered most likely in the tornado-watch area, which extended from Hardeman County, Texas, to Osage County, Okla.

About 6:30 a.m. ET, the NWS was monitoring a severe thunderstorm moving at about 55 mph through Oklahoma, issuing warnings for people to take cover as it approached.

Additionally, the weather service said there was the potential for a ?significant, severe weather event? from Louisiana and Arkansas to Mississippi and southwest Tennessee.

Tornadoes, some of them strong, were also possible in Arkansas, northern Louisiana, southeastern Missouri, western Mississippi and southwestern Tennessee, the NWS added.

Weather.com meteorologist Kevin Roth said that ?severe thunderstorms are expected to develop in central Oklahoma ? during the morning and form into a squall line and march toward the middle and lower Mississippi Valley.?

?Tuesday night the squall line is expected to stretch from the mid-Ohio Valley to the central Gulf Coast,? he added.

Roth said that on Wednesday the threat area was expected to include the upper Ohio Valley, Tennessee Valley, Southeast and Mid-Atlantic.

?Damaging wind gusts are the primary threat, but isolated tornadoes and hail are also possible,? he said.

Meanwhile, the same storm was bringing heavy rain to the Midwest and Great Lakes, Roth added.

?Rainfall of 1 to 3 inches is possible from Missouri to Michigan and could cause some flooding,? he said, noting flood watches had been posted from eastern Illinois to southern Michigan.

Dozens of stranded Arizona hikers rescued

TUCSON, Ariz. (AP) ? Teams on the ground and in the air rescued dozens of hikers who were stranded in an Arizona canyon after heavy rains flooded trails, authorities said.

Forty to 50 adults and children were stranded Saturday along various sections of Bear Canyon northeast of Tucson as the waters rushed down mountainsides, the Pima County Sheriff's Department said.

A series of 911 calls from hikers sparked a rescue operation involving teams on the ground and in a helicopter,

The first group of hikers was led out of the canyon in the Catalina Mountains in the late afternoon and the last group well after dark, deputy Tom Peine told the Arizona Daily Star.

Some of the hikers said they were stranded when a river swelled to a raging torrent in a matter of minutes.

"I've never seen anything like this," hiker Jesse Boyd told KGUN-TV. "I've gotten caught in rain out here, but nothing to the point where I had to be rescued."

With some hikers, rescuers used a technique that involved roping them together with flotation devices to help get them through high water. Some of the hikers were flown out by helicopter.

"(A) rescue team member was behind us with a hand on that flotation device," Michael Rolland told KVOA-TV after being aided by rescuers. "They strung a rope across, and so we had to grab the rope and sidestep across the river."

Peine said that the hikers might not have realized that rains at higher elevations could cause canyon flooding long after the down pour ends.

Apple releases iOS 6.1 beta 5 for iPhone and iPad

Apple has released iOS 6.1 beta 5 for iPhone, iPod touch, and iPad. This comes just a day before beta 4 was set to expire, and represents one of the longest gaps between beta releases in iOS' history. Furthermore, beta 5 still hasn't shown up over-the-air (OTA), so rather than the faster, more convenient delta-update-in-place, if you want beta 5 now, now, now, you'll have to download it from developer.apple.com and do a complete update via iTunes or Xcode.

As always, this beta is intended for registered developers so they can try out new application program interfaces (API) and make sure their apps are compatible before iOS 6.1 goes into general availability (GA), presumably sometime in the next couple of months.

(If anyone gets the OTA, let us know. It's spoiled us and made us lazy!)

Anonymous hijacks federal website to avenge activist's death

WASHINGTON???The hacker-activist group Anonymous says it hijacked the website of the U.S. Sentencing Commission to avenge the death of Aaron Swartz, an Internet activist who committed suicide. The FBI is investigating.

The website of the commission, an independent agency of the judicial branch (http://www.ussc.gov), was taken over early Saturday and replaced with a message warning that when Swartz killed himself two weeks ago "a line was crossed."

The hackers say they've infiltrated several government computer systems and copied secret information that they now threaten to make public.

Family and friends of Swartz, who helped create Reddit and RSS, say he killed himself after he was hounded by federal prosecutors. Officials say he helped post millions of court documents for free online, and that he illegally downloaded millions of academic articles from an online clearinghouse.

The FBI's Richard McFeely, executive assistant director of the agency's?Criminal, Cyber, Response, and Services Branch, said in a statement that "we were aware as soon as it happened and are handling it as a criminal investigation. We are always concerned when someone illegally accesses another person's or government agency's network."

Hours after the hijacking, pages on the USSC.gov website were available only sporadically.

International Political Economy Zone: Antigua & Online Gaming ...

The United States likes to throw its weight around the international political economy; that much is obvious. Given the sheer girth of its residents, this is not something to be easily ignored. However, like all bullies, the United States can be put in its place if you stand up and fight for a principle. Don't relent: bloody them up, and they'll soon be crying home to the land of apple pie and Guantanamo Ghraib. The North Vietnamese famously sent the Yanks home for supporting the exceedingly corrupt South Vietnamese leadership. Why should it have taken 58,220 dead Americans to figure out that this was primarily a conflict for Vietnamese independence as opposed to another chip to fall in "domino theory"? A regrettable fact remains that an inordinate number of African-Americans died due to the white man's delusion--as Muhammad Ali said, "No Viet Cong ever called me nig**r." Thankfully, a majority of more pragmatic Americans are not ideologues; they are more interested in commerce. By 1995 despite all that history, the Yanks normalized relations with the folks who had justifiably run them out of where they did not belong since--surprise!--Vietnam was becoming economically dynamic due its policy of doi moi of opening up to the rest of the world.

This long-winded introduction brings me to another instance of global injustice being perpetuated by the Americans. The long-running case (DS 285) of the twin-island nation of Antigua and Barbuda (Antigua) against the United States over online gambling services was well underway before I started blogging in 2007 [1, 2]. In broad strokes, the United States implemented restrictions that hindered offshore gambling services from plying their trade Stateside. In 2003, Antigua took the United States to the World Trade Organization dispute settlement mechanism (DSM) over these restrictions and won its case. However, instead of complying with the WTO ruling, the US appealed and lost in 2005. Worse still, in 2006 its lawmakers passed the "Unlawful Internet Gambling Enforcement Act" (UIGEA) which prohibited offshore gambling services from the US altogether. Antigua once again sued the US at the WTO for non-compliance and won in 2007. However, in the almost six years since then, the United States has failed to meet its WTO commitments to allow online gambling.

What remedies can Antigua resort to? Since 2007, it has effectively had the right to inflict cross-retaliation on the United States over its non-compliance. That is, it obviously cannot retaliate in the same industry since the US does not offer gambling services to Antigua--least of all in an amount equivalent equal to the economic damages caused by the United States' non-compliance with international trade law. (The WTO authorized $21 million annually.) It is generally believed that the US arrived at side deals not made public to prevent Antigua from hitting the US where it hurts most: seeking redress by trespassing on America's beloved intellectual property. (Joe Falchetti has a good summary of the still-ongoing UIGEA saga.) Some things have changed in the US legal sphere, but UIGEA remains active in prohibiting offshore gambling firms alike those headquartered in the Antigua from operating Stateside.

However, I suppose you can only take so much US bullying: Reuters now reports that Antigua is going to notify the WTO that it will cross-retaliate by flouting US copyrights:

The tiny Caribbean nation of Antigua and Barbuda will tell the World Trade Organization on Monday that it intends to use trade sanctions against the United States, which it could enforce by allowing movie downloads without protecting U.S. copyright...Antigua won the right to hit back with trade sanctions and - with little hope of persuading Washington by threatening to block U.S. imports to the nation of 70,000 - it was given permission to use intellectual property instead.?

"American intellectual property rights holders are fighting piracy across the globe. They hate the theft of their intellectual property rights and they spend enormous sums trying to prevent it," Mark Mendel, a lawyer representing Antigua in the case, told Reuters. He declined to say exactly how Antigua might act, but said it could include copyrights, patents or trademarks.

The possibilities are endless for justifiably kicking the Yanks in the balls...of commerce; think for instance of a "WTO legal" torrent site. I relish the thought of...wait for it..."Antiguanoid":

A website that allowed users to download U.S. software or movies without paying anything to the copyright holders was one possibility, as was selling Manchester United T-shirts - the soccer club is owned by the American Glazer family. "If, when, how it's going to happen, people will just have to wait to find out." Although the WTO awarded Antigua the right to impose only $21 million in annual sanctions, Mendel said the size of the award was not an obstacle.

If Antigua were to begin a state-sponsored website to download Hollywood movies and U.S.-made computer software, it could still inflict a lot of damage on U.S. rights holders. "When you think about it, $21 million could be all accomplished in one go or in 50 million goes. The dollar figure is not important," he said. Asked if a site charging one cent per download would be a way to accomplish Antigua's aims, he said: "That is an intellectual possibility..."?

Could there even be a "domino theory" of more poor countries getting back at the big, bad US of A this way? Antigua's lawyer (American) Mark Mendel thinks so:

The United States should be worried about other WTO members following Antigua and using the same tactic to get their way in trade disputes, Mendel said. "If they aren't worried enough about Antigua they should be worried about someone else coming along. If we do something inventive that could pose a lot of problems for intellectual property holders, if we create that precedent, the consequences could be enormous," he said.

"With Antigua, it's $21 million. Maybe with China it's going to be $21 billion," said Mendel. "One of the messages we want to get across is that the WTO was sold to smaller countries as a level playing field and a way for them to expand the reach of commerce, subject to a set of rules that apply to everybody. I think more than anything else this case is about fairness. The WTO is supposed to be fair."
Whether in geopolitics or trade, Americans like to abuse their power and tell you it's fair. I think it's high time the rest of the world stood up to this bullying and roughed up Mickey Mouse and his buddies real good. Even while blatantly cheating at world trade through shenanigans like these, the US economy is on the ropes and it will not take much to do significant harm--which it fully deserves in this case anyway.

ShelterBox Expands Reach in Syrian Refugee Crisis, Response Teams En Route to Jordan

International disaster relief organization, ShelterBox, is en route to Jordan after the government released an urgent appeal for aid as an ?unprecedented? amount of Syrian refugees continue to enter the country.

International disaster relief organization, ShelterBox, is en route to Jordan after the government released an urgent appeal for aid as an ?unprecedented? amount of Syrian refugees continue to enter the country.

ShelterBox responds following disasters such as earthquake, flood, tsunami, hurricane, cyclone or conflict by delivering boxes of aid. Each box contains a disaster relief tent, stove, water filtration system, blankets and other items necessary to help families live independently and with dignity in the months following disaster.

Foreign Minister Nasser Judeh released a statement Thursday, requesting international aid after 20,000 Syrians crossed into the country in a single week. Judeh described the influx as ?unprecedented, larger than any other time in the last two years.?

In response to the country?s appeal, members of the highly trained ShelterBox Response Team (SRT) are en route to Jordan to assess the need for emergency shelter and other aid.

Although ShelterBox had prepositioned its aid with the Jordanian Red Crescent in December 2012, the need for additional emergency shelter and supplies is imminent.

ShelterBox first responded to the Syrian refugee crisis in October 2012, by delivering 500 boxes of winterized aid to the Domiz refugee camp in the Kurdistan region of Iraq. By December 2012, ShelterBox aid was also distributed in Syria, to a total of 710 families living families living in the Al-Salameh camp near the Turkey border.

An additional SRT is currently in Lebanon, awaiting the arrival of ShelterBoxes and assessing the need for more, in response to the Lebanese government?s request for aid earlier this month.

ShelterBox is also responding to the typhoon in the Philippines, bushfires in Australia and flooding in Nigeria.

White House, senators launching immigration push

WASHINGTON (AP) ? Reviving an issue that has languished for years, President Barack Obama will launch a campaign next week aimed at overhauling the nation's flawed immigration system and creating legal status for millions, as a bipartisan Senate group nears agreement on achieving the same goals.

The proposals from Obama and lawmakers will mark the start of what is expected to be a contentious and emotional process with deep political implications. Latino voters overwhelmingly backed Obama in the 2012 election, leaving Republicans grappling for a way to regain their standing with an increasingly powerful pool of voters.

The president will press his case for immigration changes during a trip to Las Vegas Tuesday. The Senate working group is also aiming to outline its proposals next week, according to a Senate aide.

Administration officials say Obama's second-term immigration push will be a continuation of the principles he outlined during his first four years in office but failed to act on. He is expected to revive his little-noticed 2011 immigration "blueprint," which calls for a pathway to citizenship for illegal immigrants that includes paying fines and back taxes; increased border security; mandatory penalties for businesses that employ unauthorized immigrants; and improvements to the legal immigration system, including giving green cards to high-skilled workers and lifting caps on legal immigration for the immediate family members of U.S. citizens.

"What has been absent in the time since he put those principles forward has been a willingness by Republicans, generally speaking, to move forward with comprehensive immigration reform," White House press secretary Jay Carney said. "What he hopes is that that dynamic has changed."

The political dynamic does appear to have shifted following the November election. Despite making little progress on immigration in his first term, Obama won more than 70 percent of the Latino vote, in part because of the conservative positions on immigration that Republican nominee Mitt Romney staked out during the GOP primary. Latino voters accounted for 10 percent of the electorate in November.

The president met privately Friday morning with the Congressional Hispanic Caucus to discuss his next steps on immigration. Among those in the meeting was Rep. Linda Sanchez, D-Calif., who said Obama told lawmakers "immigration reform is his number one legislative priority."

That could bump back the president's efforts to seek legislation enacting stricter gun laws, another issue he has vowed to make a top second term priority.

The Senate immigration group is also pressing for quick action, aiming to draft a bill by March and pass legislation in their chamber by August, said the aide, who requested anonymity in order to discuss private deliberations. The Republican-controlled House would also need to pass the legislation before it went to the White House for the president's signature.

Senate lawmakers working on the immigration effort include Democrats Charles Schumer of New York, Dick Durbin of Illinois and Robert Menendez of New Jersey; and Republicans John McCain of Arizona, Lindsey Graham of South Carolina and Marco Rubio of Florida, according to Senate aides.

Democrat Michael Bennet of Colorado, and Republicans Jeff Flake of Arizona and Mike Lee of Utah have also been involved. It's not clear whether all those involved will sign on to the principles the group hopes to roll out next week.

Those principles are expected to include a process toward legalizing the status of unauthorized immigrants already in the country; border security; verification measures for employers hiring workers and ways for more temporary workers to be admitted into the country.

It's unclear whether the group will back the pathway to full citizenship that the president is seeking. Schumer and Graham have previously supported requiring illegal immigrants to admit they broke the law, perform community service, pay fines and back taxes, pass background checks and learn English before going to the back of the line of immigrants already in the system in order to legalize their immigration status.

Several of the senators negotiating the immigration principles are veterans of the failed comprehensive immigration reform effort under then-President George W. Bush. That process collapsed in 2007 when it came up well-short of the needed votes in the Senate, a bitter outcome for Bush and the late Sen. Edward M. Kennedy, the Democrats' leader on the legislation.

Some Republicans still lament that result as a missed opportunity for the party that could have set the GOP on a different path to reach more Latino voters.

Rubio is a relative newcomer to Senate negotiations on the issue, but he's seen as a rising star in his party and a potential 2016 presidential candidate. As a charismatic young Hispanic leader his proposals on immigration have attracted wide notice in recent weeks. And as a conservative favorite, unlike McCain or Graham, his stamp of approval could be critical to drawing in other conservative lawmakers.

A Republican aide said that Rubio has made clear in his interactions with the Senate group that he couldn't sign on to proposals that deviated from the principles he himself has been laying out in recent media interviews, including border security first, a guest-worker program, more visas for high-tech workers and enforcement in the workplace.

As for the illegal immigrants already in the country, Rubio would have them pay a fine and back taxes, show they have not committed crimes, prove they've been in the country for some time and speak some English and apply for permanent residency. Ultimately citizenship too could be in reach but only after a process that doesn't nudge aside immigrants already in line, and Rubio hasn't provided details on how long it all might take.
