SC man convicted of raping dying cancer patient

CHARLESTON, S.C. --?

A 56-year-old homeless man has been convicted of raping a dying cancer patient at a Mount Pleasant hospice center.

Circuit Judge Markley Dennis concluded Thursday that Calvin Dean Williams was guilty but mentally ill on charges of criminal sexual conduct and burglary.

The 86-year-old woman died from cancer eight days after the attack.

Dennis sentenced Williams to 30 years in prison. Williams could be held as a sexual predator after his sentence.

Prosecutors say Williams entered The Hospice Center through an unlocked door around 3 a.m. in February 2011. A nurse heard a scream and found Williams with the woman.

Defense attorney Cody Groeber had asked for a 15-year sentence, saying Williams needed medication and supervision. Groeber says Williams lost his parents as a teen and eventually lived in McClellanville.

Commissioners float 2013 parade concept

After the controversy surrounding Glendale's circus elephant float for the last Tournament of Roses Parade, city commissioners are recommending a design for the next go around that focuses more on industry.

Earlier this month, the proposed 2013 design was unanimously endorsed by the Parks, Recreation & Community Services Commission, setting the stage for review by the City Council, which put the process of picking a float on a shorter leash after animal rights activists took Glendale to task for its 2012 elephant-themed entry.

This time, the float being sent to the council for review puts a spotlight on the main financial sponsors, the Americana at Brand and Glendale Adventist Medical Center.

The concept also includes allusions to the historic Alex Theatre and Glendale's animation industry.

The float features the Americana's red trolley and images of a doctor and nurse to represent the two companies that put up a total of $60,000 for the $99,000 float. It also includes a film roll and animated searchlights.

?This is one of the best concepts I've seen in a long time,? said Parks Commissioner Stephen Ropfogel.

The circus elephant float sparked a flurry of criticism from animal advocates who rallied against the design, at one point protesting in front of City Hall. People for the Ethical Treatment of Animals said the float glorified a circus industry that is cruel to animals.

At the same time, the Glendale Rose Float Assn., which for decades raised money for the float and selected the design without much city intervention, disbanded after City Council members blamed the organization's choice for igniting controversy and said they could have done a better job raising money.

Association members said they were treated as scapegoats.

Glendale nearly exited the Rose Parade altogether after the City Council, facing a deep budget gap, threatened to pull the plug unless the public stepped up to fund the majority of the costs associated with the program.

Business leaders, including Americana at Brand developer Rick Caruso, came to the rescue, sparking an avalanche of donations. About $8,000 in donations were leftover after the city paid for the nearly $90,000 float. The extra money is being used to cover part of the 2013 float.

The City Council has already agreed to front $100,000 for the float with a plan to backfill the spending with money from corporate sponsors.

Community Services & Parks Director Jess Duran said the city is working on getting a third sponsor who could be incorporated into the design to cover the remaining $31,000.

?We're still hopeful,? he said, adding that the sponsor must commit in a few weeks or the city may have to request donations from the community once again.

Sponsors and city officials selected the proposed design out of about 30 options.

?This said ?Glendale' to all of us,? Mari Abrams, Glendale Adventist Medical Center spokeswoman, said at the June 18 commission meeting.

Parks Commissioner Dorothy Sharkey said she was also happy with what she called a beautiful design.

?I know this means a lot to so many people,? she said.

Music Review: Jim Coleman - Trees - seattlepi.com

Jim Coleman's Trees is a bit like those meditative "sounds of nature" CDs, wherein the sound of a babbling brook or the love call of a mating whale is intended to cleanse the mind and soothe the soul. This Coleman release, however soothing, is not quite tranquil, as there is an ominous and foreboding measure to the sound of trees, perfectly captured in this music that is omnipresent, lumbering, and eternal. It is neo-classical Brian Eno-esque music for mood mongering.

Often, the music composes the spaces between trees as the wind gently passes through them. Soft percussive wind chimes via piano and keyboard, tinkle and glisten in a forest glade and a cello anchors the very breath and weight of an aged tree. The human voice morphs with violin and wind instrument to create an eerie sound as if ancient Druids are present to offer homage.

These 10 tracks of meditative music is post-industrial noise with a hint of jazz accents. The sonic landscape paints a picture of nature repossessing an apocalyptic catastrophe. A synth keyboard crawls over a desolate landscape as the occasional horn, violin, and voice enhance the emergence of the majestic trees. More like one piece of music over 10 tracks, the theme-titled songs-"Rain", "Dawn", "Summer Heat", etc.-differentiate only slightly.

This is the first release from Coleman's own Wax and Wane recording label. It rises above the legion of independent, ambient, producer-on-a-laptop CDs that flood the market, by creating a distinct sound that is as intriguing as it is relaxing. In composing music encompassing the life history of trees, Coleman nails what a tree might convey in a musical language. Like the numbered rings designating age in the trunk of a fallen redwood, the music encircles and solidly defines its subject.

Interpretation aside, Trees is simply a pleasing sound experience. Meditative like a mantra, it is also thoughtful in its imagery of an ancient forest boldly advancing into the unknown. Or if you just want to kick back and groove to some cool sounds, it's absolute.

Seattle Among Top 5 Real Estate Markets: 14.9% Price Gain Over 5 ...

While many real estate markets across the U.S. continue to struggle, a handful of cities are on the leading edge of the real estate recovery. ?We?ve seen increasingly strong signs in the Seattle market in 2012, from sales and prices increasing to inventory dropping to record lows.

A new study also puts Seattle as one of the top cities for investment purposes. ?Housing Predictor listed the top five cities for price gains over the next five years, and Seattle came in at #4, with an expected increase in prices of nearly 15 percent.

Fourth-best market: Seattle
Expected five-year price gain:14.9%

?Seattle has weathered the housing downturn better than the majority of the nation, despite a sizable decline in home values,? Colpitts says.

He adds that the Emerald City?s stable of large, well-paying tech firms ? from?Amazon to?Microsoft ? bodes well for real estate prices in the 3.4-million person metro area.

?Higher salaries paid to workers should bolster the housing market,? the expert says.

Realtor.com lists roughly 1,800 Seattle homes for sale, from a?$60,000 two-bedroom condo to an?$18 million waterfront estate.

Linc Energy Limited (ASX:LNC) Update on GCL Joint Venture in China

Brisbane, June 29, 2012 (ABN Newswire) - Linc Energy Ltd (ASX:LNC) (OTCQX:LNCGY) is pleased to provide an update on the progress to finalise the proposed joint venture arrangements with GCL Projects Limited ("GCL"), a subsidiary of Golden Concord Group Limited, to commercialise Underground Coal Gasification ("UCG") to Gas to Liquids ("GTL") in the People's Republic of China ("China").

Since announcement of the entry into the Commercial Terms Deed in April 2012, GCL has completed the "Technical Due Diligence" and both companies are progressing towards completing the last few points of negotiation across the legal documentation.

Linc Energy and GCL are actively working through the legal documentation, with both companies working with their respective leading legal firms to facilitate this, which covers issues from Intellectual Property access and protection, through to site selection and work programs. Linc Energy and its team will be aiming to complete this work with GCL over the coming weeks to ensure an early construction start date for the UCG operation in China.

The current preferred coal location is a large coal area, within Inner Mongolia, owned by GCL. There is substantial data with respect to this coal location and it is hoped that site drilling to finalise the location will commence soon after the contract has been finalised.

Mr Peter Bond, Linc Energy's Chief Executive Officer, said, "We are very happy with the relationship with GCL. Each company has hosted the other in recent times as we continue to work through the outstanding legal documents. Whilst these discussions are taking a little longer than expected, it was always going to take time given the size and nature of this transaction. We remain confident that the deal will conclude in the second half of 2012."

"Importantly, in parallel with the legal negotiations, the parties are working to finalise selection of the preferred initial site in order for GCL to fast track permitting and ensure that the joint venture's UCG operations in China, which will probably be in Inner Mongolia, can be up and running as soon as possible," Mr Bond said.

Chairman of Golden Concord Group Limited, Mr Gongshan Zhu, said, "We recognise that Linc Energy is the world leader in UCG with proven technology and technical capability to beneficiate coal resources via its UCG process and produce value added clean diesel and aviation fuels via GTL processing. The timing for this partnership is perfect as it provides an opportunity for the joint venture to make a valuable contribution to meeting China's increasing energy demands. We are working closely with Linc Energy to close this transaction and look forward to a long and prosperous partnership."

'Monster' Colo. fire doubles in size

Fire crews outside Colorado Springs, Colo., expected more weather trouble on Wednesday in what the local fire chief called a "monster event" that doubled in size overnight and has forced 32,000 people to flee.

Heavy smoke made for unhealthy air in and around the city. After jumping fire lines Tuesday, the towering blaze has now burned 24 square miles and an undetermined number of homes.

While crews should get a break from the heat, a forecast for thunderstorms could mean unpredictable winds.

"We expect further trouble from the weather today," incident commander Rich Harvey said at a press briefing. "We do expect all of our lines to be challenged today."

Colorado Springs Fire Chief Rich Brown called the Waldo Canyon Fire a "monster event" that is "not even remotely close to being contained." The cause of the fire is under investigation.

Tuesday night, the community of Mountain Shadows, northwest of Colorado Springs, appeared to be enveloped in an orange glow.

People were "freaking out" as they fled Tuesday night, local resident Kathleen Tillman told the Denver Post. "You are driving through smoke. It is completely pitch black, and there is tons of ash dropping on the road."

"This is a fire of epic proportions," Brown said at a briefing Tuesday night.

"It was like looking at the worst movie set you could imagine," Gov. John Hickenlooper added after flying over the fire. "It's almost surreal. You look at that, and it's like nothing I've seen before."

Among the evacuees were cadets and staff at the U.S. Air Force Academy, where flames crested a ridge high above its campus on Tuesday when more than 2,100 residents were told to get out.

A new class of 1,045 cadets was to have reported to campus on Thursday but will instead check in at another facility.

Brown insisted that "many, many homes" were saved by firefighters.

Hickenlooper told anxious residents that "we have all the support of the U.S. government. We have all the support of the state of Colorado. And we want everybody here to know that."

He emphasized that Colorado was open to tourism, saying various fires had affected just a half-percent of all public lands and perhaps 400 of 10,000 campground sites.

Colorado is battling 12 large fires, its worst fire season in history, and other states across the West are being taxed as well.

To the north in Boulder County, 26 homes were evacuated Tuesday when lightning sparked a wildfire. No structures were immediately threatened, but the National Center for Atmospheric Research closed as a precaution.

Wildfires leave Colorado tourism high and dry

The state's largest blaze is the 136-square-mile High Park Fire, which has destroyed 257 homes and killed one woman. That fire was triggered by lightning on June 9 and is nearly contained.

Most of Utah, Colorado, Wyoming and Montana have seen red flag warnings in recent days, meaning extreme fire danger.

The West is seeing "a super-heated spike on top of a decades-long warming trend," Derek Arndt, head of climate monitoring at the National Climatic Data Center, told the Associated Press.

Elsewhere in the West:

  • In Utah, a woman was found dead Tuesday in a blaze that consumed at least two dozen homes. Her body was found during a damage assessment of the 60-square-mile Wood Hollow Fire near Indianola. The fire was 15 percent contained and evacuations were issued in Fairview, a town of about 1,100 residents.
  • In New Mexico, a fire that burned nearly 70 square miles west of Ruidoso was 90 percent contained, with many residents allowed to return home.
  • In Montana, a wildfire just 2 miles north of Helena destroyed four homes and forced people out of 200 homes. Gov. Brian Schweitzer issued a state of emergency for four counties.
  • In Wyoming, a wildfire in the Bridger-Teton National Forest grew from about 300 acres to 2,000 acres Tuesday, marking the first major wildfire of the season there.

The Associated Press and Reuters contributed to this report.

Denny's Commercial Mentioning Second Amendment Earns Conservative Praise

We are always amazed (and sometimes delighted) by the inability to recognize irony. In what appears to be an enthusiastic, if potentially misguided response to brand-messaging, conservative groups across America are throwing their support behind Denny's for an ad for their "Tour of America" campaign. They seem to think the ad shows that Denny's believes the right to bear arms is "what makes America the greatest country in the world."

As AdWeek notes, this sudden swell of support seems to be rooted in the same soil as this week's widespread conservative criticism of Oreo's nod to Pride Week. Offended commenters went ballistic with threats to boycott Oreo and its parent companies for supporting something they didn't agree with. Which makes right-wing blog Conservative Refocus News' commentary on the matter stand in pretty hilariously stark ironic contrast:

It probaby won't be long before a bunch of radical, Obama loving, America hating Liberals begin protesting this particular All-American Restaurant for actually celebrating what makes America great.

Over on DefensiveCarry.com, a firearm enthusiast forum, there seems to be debate raging over whether Denny's mention of the Second Amendment is a pro or a con, considering that they were sort of joking about it. This polarizing discussion currently has forum members split between "Pro" (42%) and "Who Cares?" (32%).

We are certainly not suggesting that Denny's doesn't believe America is a great country, but rather that the man in the commercial was probably going to say that what makes America great is "the fact that there are meat, potatoes AND cheese in the sandwich I'm about to shove in my face." That is, before his patriotic (and highly articulate) children and fellow patrons made him feel sheepish.

ITP 2012: Day 12 ? Eunice Barminas ? BM International Training ...

25th June 2012 happened to be the first day that all the ITP participants assembled at British Museum for the second part of our training. Introduction and orientation were given by British Museum officials in charge of the ITP.

This programme was first held in 2006 and from then, there have been annual improvements in the programme packaging. This programme is entirely sponsored by well-spirited individuals, corporate organizations and charitable trusts throughout the United Kingdom. This shows the much acquired commitment and involvement which British Museum has earned from the public through their hardwork in providing world-class museum service delivery.

The ITP is aimed at disseminating best practice at the British Museum and elsewhere in the UK. The use of the British Museum collections and staff to provide an environment for cross cultural dialogue and collaboration. To create, develop and enhance relationships for greater professional efficiency. A brief history of British museum stated that it was established in 1753 by Sir Hans Sloane at Montege House and donations of 71000 objects made. Presently the British Museum holds in trust the nation?s and the world?s collections of art and antiquities from ancient and living cultures. All 24 participants made their presentations and we are anxious to listen to Saleh?s and Akram?s from Libya and Palestine respectively on Friday.

Delivering my introductory presentation

ITP participants listening to my presentation

From these sessions I gained deeper insight into the workings of museums and other cultural heritage institutions in UK and other parts of the world.

Supreme Court muddles immigrant labor issue

Andrew Innerarity / Reuters

Dennis Ramos chants with fellow protesters at a Miami rally to protest Monday's Supreme Court decision that allows non-federal police officers in Arizona to perform immigration checks.

The Supreme Court?s decision on Arizona's immigration law may not do much to ease concerns of employers who rely on migrant workers, especially those in states that have passed similar laws.

The high court?Monday struck down several key parts of the Arizona law, including one making it a crime for an illegal immigrant to work or seek work in the state.

But it upheld a portion allowing police officers stopping someone for another crime to check that person?s immigration status.

That could be enough to keep many immigrant workers away from states that have passed similar laws seeking to crack down on illegal immgration, including Utah, Georgia, Indiana, Alabama and South Carolina.

Proponents argue?such laws are needed?because federal lawmakers have failed to come up with a comprehensive solution to the issue, but the Supreme Court reiterated Monday that for the most part immigration law should be left to the federal government.

While the state laws have drawn popular support, they also have faced serious opposition?from some businesses, including farm interests, that?depend on?migrant workers to do?work that citizens and legal residents?either can?t or won?t.

?We don?t support people that are here illegally having a pathway to citizenship, but we?ve got to have somebody to harvest our crops,? said Charles Hall, executive director of the Georgia Fruit and Vegetable Growers Association. ?We don?t have that workforce.?

Hall and others say the fear of immigration checks was?enough to scare some workers away from?states that imposed the tougher laws. He said Monday that it wasn't yet clear how the Supreme Court ruling will affect Georgia's law --?or the rumor mill blamed for keeping many foreign-born workers out of Georgia.

As employers wait for more legal guidance, some expect that undocumented workers will take a wait-and-see attitude.

"It's not going to open the floodgates in terms of workers leaving?or coming," said Michael Fix, senior vice president with the Migration Policy Institute, which has been following the issue closely.

Experts say that despite the nation?s high?unemployment rate, it is hard to find native-born workers to do the difficult, unpleasant, low-wage jobs typically filled by undocumented workers.

?The shortages that these laws create are real,? Judy Gans, program manager for immigration policy at the University of Arizona, said ahead of the ruling. ?The wages would have to go up a lot for there to be an adequate supply of native-born workers.?

In 2011, crops?were left rotting in Georgia?fields when?workers who?normally migrate through the state bypassed it because of rumors of a crackdown driven by the state's new law.

Hall?said efforts to recruit domestic workers?largely failed, as?native-born workers had neither the skill nor?endurance for the?job.

This year, he said Georgia farmers were able to recruit enough workers after a judge blocked two sections of the state law.

The 11th Circuit Court of Appeals has said it would rule on the Georgia law after hearing the Supreme Court opinion on the Arizona law, so it?s not clear what the effect will be on the next?harvest season in?four or five months.

In Alabama, farmers have complained of a similar problem. An analysis by Samuel Addy, a research economist and director of the Center for Business and Economic Research at the University of Alabama, found that the loss of these types of workers would likely hurt the state?s economy more than it would help it.

?The potential for economic growth is reduced somewhat,? he said.

In other states, the backlash from business, the improving economy and the fear of legal challenges has already dampened enthusiasm for such laws. In 2011, 30 states considered but didn?t pass bills that would crack down on immigration, according to?data from the National Conference of State Legislatures. In 2012, just five states introduced such bills, and none have passed yet.

?I think the heat?s off,? said Frank Bean, director of the Center on Research, Immigration, Population and Public Policy at the University of California at Irvine.

The Pew Hispanic Center estimates that about 11.2 million unauthorized immigrants were living in the United States as of 2010, down from a high of about 12 million a few years ago.? About 8 million were thought to be in the workforce.

Arizona has been at the forefront of the effort to curb illegal immigration through state laws. Business leaders there say that?s one reason why they actually may be less affected by the Supreme Court decision than business owners in other states.

For one thing, they have been responding to immigration crackdowns since 2007, when Arizona lawmakers passed a law that required many employers to use the federal E-Verify system to check whether employees had the required paperwork to work in this country legally.

Magnus Lofstrum, a public policy fellow with the Public Policy Institute of California, said his research found that as a result of that earlier law, the working-age unauthorized immigrant population fell by about 17 percent, or roughly 90,000 people, between 2008 and 2009.

In addition, he said, the number of suspected unauthorized immigrants who began working as contractors rose by about 25,000 between 2007 and 2009. Under the law, contractors are not subjected to the screening.

The shift toward more contract work could mean lower tax revenues, he said, because informal workers may be less likely to file taxes.

?It?s an unintended consequence, and it?s not a desired one, and particularly in these tight fiscal time,? Lofstrum said.

Other states that have passed immigration laws also have an E-Verify component, although they are not necessarily as strict as Arizona's. Lofstrum said Monday those provisions, which won't be affected by Monday's high?court?ruling, also could make it tough for employers to find workers.

Another reason Arizona businesses could be less affected is because the industry that once relied heavily on undocumented labor, construction, has been in the doldrums for years since the spectacular housing bust. Although there are signs the housing market in Arizona is improving, that downturn still means there?s less need for those workers.

Still, the law may have had other effects.

A 2010 report from the liberal-leaning Center for American Progress estimated that the tourism industry lost as much as $141 million because of people opted not to book conferences and other events there in the wake of the bill being passed.

The state?s major business organizations haven?t taken a formal position for or against the most recent immigration law.

Garrick Taylor, spokesman for the Arizona Chamber of Business and Industry, said they think federal lawmakers need to craft a nationwide solution to the immigration issue, while the Chamber is more focused on healing the state?s economy.

?Our push is that the legislature here at the state level continue to focus on economic recovery and job creation,? he said.

Andrew Lam: Giving Up the Car Is My New American Responsibility

SAN FRANCISCO - After over two decades, I am no longer a driver. Facing spiking gas prices and much-needed repairs, I donated my Toyota Corolla to an organization that takes care of orphans.

It's an odd feeling to be on this side of being green. Without a car, my sense of time and space has been immediately altered. What was once a matter of expediency is now an effortful navigation.

"I'll be there in 15 minutes!" I used to tell a good friend who once lived nearby but who now resides, without a car, at an inconvenient distance. Going to my favorite Asian food market suddenly has turned into another arduous chore: Once a 30 minute event, it has become a two-hour ordeal, with bags in hands, and bus transfers.

Indeed when I came to San Francisco from Vietnam with my family at the end of the Vietnam War, I remember such delight when my older brother bought his first car. We were still sharing an apartment with my aunt and her children, but as we cruised the streets at night, it felt as if we were becoming Americans.

The automobile, after all, is intrinsically American, and owning one largely determines how we arrange our daily lives; it is as essential to us as the train and metro are to the Japanese or Europeans. Indeed, a car is the first thing an American teenager of driving age desires -- to drive away from home is an established American rite of passage. Even the working poor are drivers here.

For immigrants, the car is the first thing we buy before the house. Vietnamese in Vietnam marvel at the BMWs and Mercedez Benzes that their relatives drive in America, and no doubt the sleek photos sent home cause many to dream of a life of luxury in the United States. It seems a natural progression that the housing crisis should quickly lend itself to a car crisis. Both were readily available at one time, with easy loans and cheap gas. But now, with skyrocketing gas prices and faltering mortgages, many have had to give up one in order to keep the other.

Not surprisingly, the car is often the last thing that downtrodden Americans let go. "I can see losing my house, but I can't imagine losing my van," one unemployed friend told me. "I can live in my van. But not being able to get where I need to go would be worse than not having a house."Mobility defines us far more than sedentary life, thus the car is arguably more important than the house. Americans, despite accepting global warming as de facto, are still very much in love with the automobile. On average, we own 2.28 vehicles per household.

Our addiction to the automobile is as much a symptom of our nomadic culture as it is a matter of necessity: urban sprawl, combined with little public transportation, makes the car essential. A job seems almost always to require it. The distance between here and there is daunting without a vehicle at one's command.

The car, culturally speaking, is mobility and individualism combined. It is sex, freedom and danger. Thelma and Louise escaped from urban ennui by hitting the freeway with the wind in their hair, the horizon shimmering chimerically ahead. They found romance on the road. Indeed, their final moment approaches the mythic, as the blue Thunderbird Convertible flies across the Grand Canyon, taking the notion of freedom beyond any open road.

Our civilization, too, is driving toward an abyss. The covetous American way of life in the age of climate change and dwindling energy resources has become unsustainable.

Former Vice President turned eco-activist Al Gore called for a radical change in our collective behavior a few years back. He wanted us to completely replace fossil fuel-generated electricity with carbon-free energy sources like solar, wind and geothermal by 2018. "The survival of the United States of America as we know it is at risk," he said. "The future of human civilization is at stake." We are now being called upon, the Nobel Prize winner told us, "to move quickly and boldly to shake off complacency, throw aside old habits and rise, clear-eyed and alert, to the necessity of big changes."

I wish he were exaggerating, but my gut tells me that the green guru is pointing us in the right direction. How and if we'll ever get there, how we'll find a collective will to act, I have no idea. But I do know this: Humanity has arrived at a historic juncture and it now seems that a drastic shift in the collective behavior is called for. If this means finding the will to be frugal and give up certain luxuries, then so be it.

America was built on the premise of progress and expansion. Yet our vision of a future of unimpeded opportunities and comfort is now in conflict with the health of the planet. The consumer culture requires continuous acquisition, and it is built on the concept of disposable goods. And it's unfortunate that consumer culture now that defines much of the world. Our way of life has created an unprecedented crisis on a planetary scale.

I can tell you from experience, however, that being on the right side of the green divide is not easy. Even in San Francisco where public transportation is aplenty, it's still a struggle. As I trudged to work this morning, a 40-minute trek, I dearly missed my car. As I budget my time and memorize bus routes and timetables, it seems as if I am returning to my humble immigrant beginnings, repudiating some notion of being an American. But I'm not. Because I can, giving up the car is my new American responsibility.

FBI: new IP scheme could hinder law enforcement

2 hrs.

If you were to do a little casual searching for enriched uranium or used AK-47s, you might show up on the FBI's radar, and tools that have been in place for years let them associate your computer's IP address with a name, company or location (FBI.gov itself,?for example, above). But a new Internet?protocol threatens existing methods, and the FBI warns that unless existing Internet management companies make some changes, it will become far more difficult to track down criminals the way they do today.

IPv6 is a new version of the numbering system that underlies Internet addresses. The previous version has actually run out of unique numbers to issue for websites and servers, but the new one is much more future-proof.?The problem is that existing bookkeeping methods for recording and retaining IP addresses?aren't going to be sufficient for the new system.

As an FBI spokesman tells CNET:

Today there are complete registries of what IPv4 addresses are "owned" by an operator. Depending on how the IPv6 system is rolled out, that registry may or may not be sufficient for law enforcement to identify what device is accessing the Internet.

It's part of a larger problem: law enforcement's ability to monitor the Internet is falling behind the way the Internet operates, and the way people use it. New services and ways of communicating are coming out faster than laws can be made and modified.?Recently they have complained of being unable to access data using the anonymizing Tor network, and have met with companies like Google and Facebook to ask for backdoor access. Only if approved by a judge, of course.

See related:?'Dark Net' keeps FBI from investigating child porn

With IPv6, the FBI contends that access isn't the problem, but that the companies allocating, managing, and tracking IP addresses are not planning on putting in the effort to meet the FBI's needs. All those new IP addresses, millions and billions of them, may not be tracked as minutely as they used to when there were fewer to worry about.

If these companies would voluntarily up their game, that would be ideal, says the FBI. If requirements have to be legislated, relationships are strained and companies will escape through loopholes as the process of mending the law lags behind.

IPv6 is still a ways from being rolled out universally, however, so there's still plenty of time for the FBI to negotiate. Whether anyone will play ball is another story altogether.

Many individuals still fail to pay their taxes within the estimated time limit. The state takes strict actions against the individuals who delay or avoid tax payments for a long time. Thus it becomes very important to have complete understanding of the tax collection process.

Individuals, who are going through financial hardships or are going to experience one, must get professional support. There are many agencies, which assists tax defaulters in getting a viable solution of their problem. The professionals working in these agencies have immense experience of the domain and are well-aware of the tax collection process of IRS.

IRS or Internal Revenue Services is a government agency, which examines the tax returns of the individuals. This agency follows a streamlined process for tax collection. It initiates the tax collection process by sending a letter to the defaulter. The letter states the balance to be paid and gives a period of 15 days to the defaulter to payback. If the defaulter still does not bother to pay, another letter is sent to him as a reminder. Later, a final letter is sent, which states that the defaulter will be contacted by an agent of IRS or will get a phone call from the department.

The revenue officer sent by IRS talks to the family members, business partner, neighbors and each and every individual related to the defaulter. The defaulter thus gets in an awkward position, which further delays the payment process. If debt relief services are not availed on time, the IRS might seize defaulter?s house, land, bank account, dividends and commissions. Therefore, it is must that the individual avails professional advice on time. Most of the professionals who provide debt relief services have earlier worked with IRS, therefore, they clearly understand the whole process. These professionals are the tax lawyers who make sure that the defaulter is able to present his case in the best possible way and are treated well by the IRS.

By getting the best legal representation, the defaulter has better chance to protect his property. Moreover, in some cases IRS halts the collection process owing to the involvement of experienced tax lawyer. These lawyers before taking any action study the financial position of the defaulter and try to find out the best suited solution for him. With the support of such professionals, defaulters can have a sigh of relief.
