What Would Sequestration Mean for Low-Income DC Families ...

I decided to write about the across-the-board spending cuts the Budget Control Act mandates because I wanted to be sure we all had a common frame of reference when I turned to what we all, I trust, really care about.

How much less would federally-funded programs have to help low-income people?

Easy enough to answer, I thought. After all, the new report from the Coalition on Human Needs includes program-specific tables.

But I was immediately overwhelmed. The primary table lists more than 140 programs that serve what CHN classifies as basic human needs.

For each, we?ve got past and current spending levels, plus two estimates* of how much the program would lose in January 2013, when the first round of sequestration is due.

The range and extend of the losses is overwhelming. Trying to get a handle on them is overwhelming too. This is one thorough report!

So I?ll focus on a subset of the handful of programs that CHN breaks down to state-level impacts ? those that best answer the question my title poses.

WIC

WIC (the Special Supplemental Nutrition Program for Women, Infants and Children) has already suffered from a series of cuts.

If Congress resists the urge to take another whack at the program, the District of Columbia would lose close to $1.5 million as its share of the 2013 automatic cut.

Less money at a time when food prices are rising. We might see a waiting list, though mothers can hardly put their children on hold till they can nourish them properly.

LIHEAP

The Low Income Home Energy Assistance Program has also suffered from federal deficit-reduction fever.

Current funding is about $1.6 billion less than it was in Fiscal Year 2010, not counting the temporary boost LIHEAP got from the Recovery Act. The President?s budget would cut another $452 million.

But say the program got level-funded. The District would then lose somewhat over $1 million in the first round of sequestration.

Some unknown number of eligible households would be literally in the cold ? some homeless, since evictions can follow unmanageable utility bills.

National survey figures suggest that about 41% of the at-risk households would be families with children.

Child Care and Development Block Grant

The Child Care and Development Block Grant has two funding streams ? one so-called entitlement that?s shielded from the across-the-board cuts and one dependent on annual appropriations that isn?t.

If the Fiscal Year 2013 appropriation were the same as what the block grant is getting now, the District would lose $296,000.

May not seem like much, but the program already lacks funds to make affordable high-quality child care available, especially for low-income parents with infants and children with disabilities.

Head Start

Here in the District, as nationwide, Head Start supports a range of services for low-income children and their parents.

If Congress level-funds the program, the District would lose close to $2.8 million in Fiscal Year 2013.

So there goes more money that supports early childhood development ? and gives some low-income parents an alternative to the dauntingly high costs of market-rate child care.

Title I of the Elementary and Secondary Education Act

Title I of what?s now called No Child Left Behind funds services to help low-income students graduate ?college and career ready.? It?s the single largest source of federal financial support for public school systems.

If Congress approves the same amount the program is getting now, the District would initially lose well over $4.6 million.

As the DC Fiscal Policy Institute tells us, Mayor Gray?s proposed budget will mean a cost crunch for at least some schools ? and no extra funding for those with high student poverty rates.

The Title I cut would, of course, increase the cost-crunch ? and undermine urgently-needed efforts to prepare low-income youth for the demands of our high-education/high-skills job market.

IDEA Grants

Under the Individuals with Disabilities Education Act, the federal government provides three sets of grants to help states meet their legal obligations for educating children with disabilities.

Again assuming level-funding, the District would lose more than $1.7 million from the cut in the largest grant program. Total loss would be larger, of course.

As you may know, the District?s budget has long been stressed by the costs of providing the required ?free and appropriate? education to children with disabilities.

The Mayor aims to bring more of these children into the regular public school system ? better for them as well as for the bottom line, if the schools get enough funding to meet the children?s needs.

The partial loss of federal grant funds would presumably require the District to invest more local dollars in special education services ? more, at least, than it would otherwise have to.

I shudder to think where those dollars would come from.

* Analysts can only ballpark funding losses because the across-the-board cuts would be based on Fiscal Year 2013 appropriations. And Congress has only just started working on these.

CHN provides two sets of estimates based on current appropriations. One applies a percent estimate from the Congressional Budget Office. The other uses a higher percent estimate from the Center on Budget and Policy Priorities.

CBPP explains ? convincingly to me ? that CBO oversimplified its Fiscal Year 2013 estimates to make them consistent with out-year estimates. So I?m reporting cuts estimated with the Center?s percent.

The Pitfalls of Investing in Your Employer | weareallmukmuks.com ...

There are plenty of stupid investments you can make in this world. Stock in Pets.com and Washington Mutual didn?t work out so well. Nor did those Las Vegas condos. Some of the social media and Web 2.0 stocks flying high on Wall Street will probably follow suit.

But the most foolish investment of all may be right in front of you. And there?s a worrying chance you?re buying it.

The investment? Stock in your own employer.

According to data from the Employee Benefit Research Institute, only about 40% of employees participate in 401(k) plans that even offer the company?s stock as an option. Those employees are still investing from 16% to 19% of their plan portfolios, on average, in their employer?s stock. At the same time, they have been shrinking their overall equity exposure dramatically.

One dollar in your employer for every two dollars spread across all the other companies out there? It makes no sense.

First, you already have a big investment in your employer. You work there. If you are hoping to work there for some time, it may well be the biggest investment in your portfolio.

The value of an investment comes from its cash flow. Let?s say you?re hoping to earn a modest $45,000 a year for the next 10 years. An annuity producing that series of cash flows might cost you about $380,000. For 20 years: nearly $600,000.

No, a job and an annuity aren?t identical. But the analogy is useful. Your cash flow already gives you a huge stake in the company. Do you need to double down?

Legions of workers did just that and became two-time losers. Their employer collapsed. They lost their incomes and their savings at the same time. Think of Enron. Think of WorldCom. Think of all those who worked at banks that collapsed in 2008. Bank of America and Citigroup avoided bankruptcy, but their stocks fell to pennies on the dollar.

The second problem with investing in your own employer?s stock? It?s based on the theory that you?ll benefit from the company?s improved performance and that you?ll have incentive to contribute. You?ll be a stockholder as well as an employee, and you?ll think like one. Employees buying company stock think they will have some influence over how it does.

Good luck with that.

The theory is fine if you work for yourself, or in a small partnership. But in a company of 500 or 1,000? No matter how hard you work, you won?t have any material effect on the share price. The only people who can do that are the senior executives.

Speaking of whom: Many people who buy company stock think they?re following safely in the footsteps of top executives. But this, too, is an illusion. Even if the CEO holds $10 million in company stock, so what? His financial situation is totally different from yours. He may hold $50 million in other investments. If he gets canned, he may have a golden parachute and a network of golden handshakes to fall back on.

And are CEOs really investing in the company? Most just get free stock and options?which they then sell.

Eye on Overdraft Fees

Bank overdraft fees are the latest target of the Consumer Financial Protection Bureau, which said last week that it would demand data from the biggest financial institutions and look at ways to make the fees on checking-account statements easier to understand.

This overdraft-fee campaign could eventually help consumers avoid unexpected charges.

The bureau said it will gather data ?from several of the largest banks in the country to evaluate how those institutions? overdraft policies affect consumers,? without specifying which banks were asked to supply data.

The American Bankers Association has said most bank customers don?t pay overdraft fees and that customers can avoid the charges by keeping extra money in their accounts or by linking checking accounts to savings accounts.

The bureau, however, said it?s concerned some banks may be charging and calculating the fees in a way that is misleading or confusing for consumers and that the banks aren?t consistently following previously outlined ?best practices.?

Bypass the 10% Penalty

Thinking about raiding your retirement funds? There are ways to do so without triggering the dreaded 10% penalty on early withdrawals for people under the age of 59?.

If you leave a company in the year in which you turn 55 or older, you can take penalty-free withdrawals from a 401(k) plan. (The distribution would be taxable, of course, but the 10% penalty would not apply.)

There also are ways to avoid a 10% penalty with an IRA.

IRA owners can take so-called 72 (t) withdrawals. Under their rules, you can start taking these withdrawals at any age. But once you start, you must continue for either five years or until you reach age 59??whichever is longer. (You can do it with a 401(k) as well, but you must have left the company first.) Moreover, because the payments are calculated according to actuarial tables, you won?t be able to adjust the amounts.

IRA owners who are unemployed can take distributions from a SEP, Simple, Roth or traditional IRA to pay health-insurance premiums for themselves, a spouse and/or dependents. You have to have received unemployment compensation for at least 12 consecutive weeks among other qualifications, says Ed Slott, an IRA expert in Rockville Centre, N.Y.

The average gift from the Tooth Fairy dropped to $2.10 last year, down 42 cents from $2.52 in 2010, according to no less an authority than the Original Tooth Fairy Poll, which is sponsored by Delta Dental Plans Association.

?But the good news,? their PR folks hasten to add, ?is she?s still visiting nearly 90% of homes throughout the United States.?

Some other data points:

NEW YORK (AP) ? Very quietly, almost stealthily, a new king has been inaugurated on Broadway.

Revenue figures indicate that "The Lion King" has swiped the title of Broadway's all-time highest grossing show from "The Phantom of the Opera."

As of Monday, the cumulative gross for "The Lion King" was $853,846,062. Its chandelier-swinging musical's cumulative total was $853,122,847.

What makes the achievement all the more remarkable is that "The Lion King" grabbed the title despite "Phantom" having almost a full 10 years' head start.

The upstart's victory is due in large part to its higher average ticket prices and a slightly larger theater.

To be sure, "Phantom," now in its 24th year, is still the longest-running show in Broadway history. But the Broadway box office crown has been passed to a new pup.

(AP) ? For fans worried that Nike was going to give their favorite NFL team's uniform an extreme makeover, full-blown Oregon style, no need to fret.

Ben Roethlisberger still looked very much like a member of the Pittsburgh Steelers. Nobody would have mistaken Jermichael Finley for anything but a Green Bay Packer. And the Browns' jersey wore by Joe Haden was still brown.

Going for a slightly sleeker but very familiar look, the NFL unveiled its new uniforms Tuesday. Nike, the league's latest apparel maker, stayed away from the wildly experimental designs it uses with the University of Oregon, get-ups that sometimes make it hard to identify the Ducks.

"You look good, you play good," said Finley, Green Bay's star tight end. "Hopefully that kicks into effect this season."

Nike put on a gridiron-themed fashion show at a Brooklyn film studio, with a player from each of the 32 franchises modeling his team's new threads.

No, Big Ben, Ndamukong Suh and Brian Urlacher didn't walk the runway.

Instead, after a handful of Nike big wigs worked their way through half-hour presentation that could have been dubbed "The Making of the Uniforms," the players walked out onto an artificial turf-covered mini-field, suited up from shoes to shoulder pads and lined up in four rows. After the house lights went up, their helmets went on.

There were no surprises.

Commissioner Roger Goodell said the goal of the redesign was to combine "tradition with innovation."

"Some teams will lean more toward the traditions," Goodell said. "But you can see here you can put innovation into the uniform without changing the look, necessarily, about it."

In college football, flashy uniforms, with non-traditional colors and patterns are all the rage these days. Oregon, the alma mater of Nike founder Phil Knight, has made the cutting-edge ? some would say over-the-edge ? look its calling card. Nike outfits dozens of major college football teams and while few have gone all-in the way Oregon does, many are at least dabbling in funky gear.

Those gloves that create a school's logo when a player hold his hands together, palms out, and which have popped up on campuses from Alabama to Notre Dame, will now be on display at every NFL game. And, of course, available in stores ? along with all kinds of new team gear from jackets to hoodies to T-shirts.

But only the Seattle Seahawks, who took the unveiling of the uniform as an opportunity to start a rebranding campaign for the franchise, made significant alterations to their uniforms, adding some neon green trim down the sides of the pants and numbers

"I like the fact that there are teams that are pretty much staying more in line with where they've been and there's other teams that are starting to push a little bit more," said Nike CEO and President Mark Parker. "We see that happen at the college level perhaps even more aggressively, but I think you'll see the NFL evolving and Nike being an exciting partner in actually helping make that happen."

The Seattle uniforms, modeled by defensive back Kam Chancellor, were definitely a winner among the other players.

"Seattle has the hottest uniform right now," Saints running back Pierre Thomas said. "So I'm a little jealous. But I still love my all black. I think it looks nice."

Aside from a sharp look, Todd Van Horne, Nike's creative director for football and baseball, said the players wanted the uniforms to be as light as possible.

"They don't want anything weighing them down. They want to be faster," he said.

The second-most important quality was fit. "They want it to stretch and move with them," he said.

The verdict?

"It clings to your body so nobody can hold you," Finley said. "It's a real nice advantage. Because you get a lot of grabbing on the field."

Browns defensive back and former Florida Gator Haden said: "They feel like a little better edition of my Florida jersey. More ventilation in them to keep you cooler."

But they still look like the uniforms Brian Sipe and Bernie Kosar used to wear for Cleveland back in the 1980s and '90s.

"The Browns, it's all about traditions," Haden said. "A lot of the Browns fans they didn't want us to change up. They wanted us to feel better in the uniforms and to fit better and all that, but about the look, they really didn't want you to change it up at all."
